2009-S Proof Dime Die Chip?

Has anyone seen information about a die chip on the 2009 proof dimes? I have what almost appears to be a floating "I" north and east of the S mint mark. It is also frosted, much like any other raised areas of the design. I did the best I could either the picture on my phone, and also am going to include one from the scope (I know it's not good, and is pixelated, but I believe you can see how the metal flows into the possible chip).

Not a design issue. It maybe a die chip, but it is not a plus for the coin. It is just the opposite. A distraction that may lower the coins desirability to a seasoned collector.
