If this is a circulated coin, like was said already, that date is common and only worth silver melt value. You might look to see if it's a type B reverse and there were a few doubled dies in 1963, but while making it a cooler coin and a bit of a premium on the value, that would not be a show stopper to use it and in fact might enhance the gift.

There are some varieties for the 1963 quarter. They are listed here: http://koinpro.tripod.com/ErrorVarietyList.htm

Values for them range from $35 - $45. So -- nothing to get too concerned about.

I think it's great that you're doing this for your mother. I'm sure she will cherish it.

This is the typical type of 63 quarter without a type B REV. So its only value is the silver, and then the priceless-ness to your Mom you will give it when making her ring!
