Looks like a cool die clash on the reverse.

Need a less blurry obverse photo.

All those scratches on the obverse are actually on the die and are generally a good indicator that a clash was polished out.

You may not find any clear signs of a clash on the obverse but it's still a nice find.

As others have said, looks to be a clashed coin. The mint workers tried hard to hide it too.

For an 83, it looks like a nice coin but a 2x2 would do just fine, in my opinion.
