Those are both business strikes. Neither is a proof. Proofs need squared rims and mirrored fields. These examples show neither.
To complicate things, San Francisco minted proof and business strike Lincoln cents from 1968 to 1975. No S on a 1974 business strike means it was minted in Philly. Even if it was not, you would never know it; unless it was a proof, which this is not.
For what it is worth, San Francisco did strike cents without mint marks from 1978 to 1983. Unless you grabbed it off the press yourself, you would never know in which mint a 1978-1983 cent was struck. But they were still not proofs.

With the edge pics you provided, it would appear that this coin was encased at some point, which is why it has the flat, high edge/rim.

What you have is a business strike that was struck with fresh dies. Nothing indicates it's a proof.

MrShack33, something else just came to mind. You do understand that just because a coin was struck in San Fransisco, does not make it a proof, right? They minted business strikes as well.

No amount of pictures will change the coin. Your coin is not a proof. The 2 PCGS comparisons you used are Business strike coins. Hence the MS designation. San Francisco made both business strikes and proofs in 1974. Below is your coin next to an actual proof, You can clearly see the difference in the rims. I'm locking this topic now. When you get it back from the grader please post it. But I can guaranty you're wasting your money.
