It's right on the border of FR-02 and AG-03.

In my opinion, it's closer to FR-02.

That actually muddies the waters a bit. The first one, with all the denticles and most of "LIBERTY" worn away and its virtually eradicated reverse, could easily have gone PO01. I suppose with the second one the key was the partially obliterated rim lettering on the reverse, but it probably still should have received a composite grade of G04 based upon what's otherwise intact.

Maybe I'm misapprehending something here, but that doesn't appear to be identifiable by date or mintmark, so is it even certifiable if submitted? Is it a requirement for P01 that a coin be so far gone that it can only be recognized as a specific type within a denomination?

For a coin to be graded by PCGS as PO-01, it has to be identifiable by date and type (I assume mintmark as well)
