It's right on the border of FR-02 and AG-03.
In my opinion, it's closer to FR-02.

The first one, with all the denticles and most of "LIBERTY" worn away and its virtually eradicated reverse, could easily have gone PO01. I suppose with the second one the key was the partially obliterated rim lettering on the reverse, but it probably still should have received a composite grade of G04 based upon what's otherwise intact.

Is it a requirement for P01 that a coin be so far gone that it can only be recognized as a specific type within a denomination?

For a coin to be graded by PCGS as PO-01, it has to be identifiable by date and type (I assume mintmark as well) "PO-1 Identifiable date and type" http://www.pcgs.com/grades.htmlThe PO-01 posted above, is graded by PCGS.
