To me it looks like die wear doubling. (unsure if that is the correct name for it)

It is neither classic Machine Doubling nor a doubled die. I have seen several like this (always Lincoln Cents) and have been told it is caused by a worn die.

Appears to be Die Deterioration, nothing more.
