If it has no surface problems ms63-64 rb reverse looks like it has gunk around the letters?

It looks like it has an oily film all over it. Definitely UNC as far as wear, but hard to see because of the reflections from the oil/coating.

I'd say MS 62 BN, but it looks as if someone sprayed hairspray on it or lacquered it as DEVLEC suggested above.

I have a couple on small cents that have been lacquered too so, I would say this one is the same, hard to say with the photos but, looks MS something...lol

I like the ICCS blanket designation of "MS-60, lacquered". Basically it's UNC but the surface alteration makes it unnecessary to assign an accurate numerical grade based on the coin surfaces, kind of like "details" on a US TPG slab.

MS-62 Red and Brown, lacquered. Very nice if you dont mind lacquered coins.

A little off topic, but if one was to find a lacquered coin, should one de-lacquer it? Or just leave it be?

If it's already lacquered, leave it alone. Once air gets to the surface, it will start oxidizing and losing its "red"
