Thoughts on this one at all?

it looks like there is a 9 above the word Liberty, and there is an extra circular line slightly inside the right edge. Anything to hold onto?

It sure does look like a 9. But it's just a gas bubble. That became evident when I enlarged the pic.

Looks spendable to me. That circular line may be damage from a coin rolling machine.

The circular line could also be the beginning of the die surface sinking from die deterioration.
