I am not sure what this is but I am referring to it as "Wobbling" and "Hashing"...
"Wobbles" around the letter devices and "Hashmarks" around the device edges...
Looks like the "1" in the date was the pivot point for whatever this is...
Anyone know what causes this and what it is called?

Your coin is in a VLDS (Very Late Die State) since there's a lot of die flow lines and very mushy letters. The "Wobble" you are referring to is Die Deterioration setting in, I think from all of the strikes the die has made. The letters are slowly starting to march off the die.

You're welcome. Die Deterioration is a lot more common on Copper plated Zinc cents, but it can also happen on Copper cents.

The die is also over polished, reducing the size of the date digits. Also the the marks around the dates is from polishing into the areas of the sunken devices on the coin. The reduction of the insides of the field/devices areas, leaves a bit of a raised areas around the devices. So this die was used along time (VLDS), over polished (abrasion to die) so the coins now struck with it, look strange compared to a new die state devices.
