It may well be unc. Unc with scrapes and dings. If you drag an unc coin along a road surface, does it get a circulated grade? Or is is Unc Details? I think the latter is more appropriate..

The 25D $2.50 is know for having weak strikes. Coins go from UNC to CIR due to wear. The area above the Chief's head with the heavy scratches also appears to have the luster rubbed off. The same could be said about the cheek area. The luster being rubbed off should be considered circulation rub. The mouth area on the coin also appears to have post mint damage. The coin also had glue applied. The date area is also damaged. the coin shows heavy scratches. At what point should this coin go to circulated?

When you've seen it in hand. These are already the hardest coins to grade period much less from pictures

As mentioned the 25D is arguably the worst struck coin in the series. Buckled dies, inconsistent strikes, weak luster. Look it up on PCGS coinfacts and you will see what I am talking about.
