It's indeed Machine Doubling, since the devices are reduced in size, and it's shelflike (flat) in appearance.

Thanks guys. It's really crazy cause on the left side of epu it shows what you see and on the other side of epu it is from the opposite way. (The MD that is)

If they were reduced, they would look like this:

The original shape is there on this coin with MD on them.

@coop, just to be clear about this--the overall thickness of the letters is the same, but it has been split into two different levels (both of which are reduced in thickness).

Correct. The MD made marks inside the incuse devices. On the ATB Quarters the MD enlarges the devices. Probably because they are further from the center of the coin. But note the lower image I posted. That is the doubled die, the reduced devices size.
