Just got it and it is nicer than I expected. Just wondering if it could be a Double Struck in/out of collar ? It is slightly larger than a Quarter.

I would say one and one. The elongated devices tells me it was struck once in and once out of the collar. Mike Diamond called this a broadstrike.

I was asked to weigh in. I see no evidence of more than one strike. So I would classify it as a broadstrike.
Error coin writer and researcher.

Nice looking error. So are the secondary nose and lips just an effect of the metal flowing outward? Similar to the outer devices that stretch towards the rim, especially the letters on the reverse? (Funny looking design on that "quarter"!  ))
