Looks like a vice job to me, the letter B in liberty is shaped similarly and could have been inverted to look this way

TC...the search box is filled with great posts filled with tons of info, if you type in Dropped letter.....the 4th listing down from tropicalbats regarding a 1949D cent shows a great example and a good read with a very helpful link....

More qualified people to make the call on this than me. But I think it's tough to tell if incuse or displaced metal from the pictures. Sure looks like the letter could be of right size though. In my opinion, something surely to hang onto just in case it may be.
