Wow. Tough call. Looking forward to more pictures. Could just be a 'B' stamped manually with a punch or a dropped letter I guess. Think I'm going to be in the PMD camp because it sure looks like there is displaced metal.

Put me in the PMD crowd. I don't think I've ever seen a dropped letter on the rim be attributed.

I believe a dropped letter in the curved edge of the rim gutter (of the die) would tend to get distorted during the strike.

Words of encouragement are one of the major food groups.

I've made one of these before. A very precise hit will produce a backward letter.

It is definitely incuse.
Try to visualize the direction of the light source in relation to other know devices on the coin. The shadows will also help you. The shadows will be on the opposite side of the B of LIBERTY, since it is raised.
