It looks like it might be an edge ding. There are a couple places on the lower reverse rim that look like they may line up with spots on the upper obverse rim, including the "cud", making me suspect they are damage.

I would call the a die chip so far. When the die break off and forms a void that will make the metal flow over that rim, then I would call it a cud. (A cud would leave a weakness on the opposite side of the coin because of the missing die metal to not leave resistance to form the opposite die devices)
