Does this penny have a metal flake pressed into the edge or is it a Cud?

What does the edge and rim area look like? It could be a struck through debris issue. if so it is probably not attached to the coin?

With the large dent at the rim, I think this is more likely old worn-down damage rather than anything that happened at the mint.

The rim only has the visible divot in the image. Under much higher magnification the rim flows right into the mass without a crack to divide it. it also appear to have had a small strike on edge away from the rim.
