There is a smaller circle on the reverse of this quarter. Can anyone tell me what that is?

Very common, we see these on the forum quit often.
Machine damage such as vending, coin wrapping or rolling.
Considered damage.

I agree with Spence, Jimmy and the Frog, post mint damage, perhaps from a coin wrapping or vending machine.
