No opinion on the price or the description, but the photo shows half the IGWT motto missing, and the reverse photo shows corresponding weakness in the legend.

I think it's more of a Greaser then VLDS . Where the heck does the seller get Proof-like BU MS ++++ ?

It' is a normal business strike 'S' mint. The Proofs then were from San Francisco. There were proof coins that year, but not from that mint.
