I've seen this a few times. There is a raised edge on the letters all through the word Pennsylvania. This is a 1999 P Pennsylvania Quarter. I haven't located any information so opinions are greatly appreciated.
Wouldn't a grease error cause the edge to be lowered instead of raised? I can't quite get my head around a grease error causing the lip to raise up at the top of the letters. I'm confused....but that isn't anything new. LOL
