1999-P Pennsylvania Quarter - What Is This Error Please?

This is a 1999 P Pennsylvania Quarter. I haven't located any information so opinions are greatly appreciated. Report this Post to the Staff

I can't quite get my head around a grease error causing the lip to raise up at the top of the letters. I'm confused....but that isn't anything new. LOL Report this Post to the Staff
