ok guys I have this 1988 cent on both the obverse and reverse what is that call around the rim of the coin andff is it a mint error or anything

That's called a Ridge Ring caused by worn dies and the copper plating not interacting properly with the zinc core, and is a common occurrence on post-1982 Zlincoln's. Plating issues abound with the great majority of these cents, so no, not a mint error here that I can see.

Yes, ridge rings are associated with Die Deterioration.
