Better pics would be needed but I think it's just a plating issue, no RPM.

I think it is plating bubble also.

Need much better photos to really help you. The better the photos you post the better we can help you. I am not seeing an RPM with your pics.Looks like DDD and split copper plating.

I think split plating may be a factor with the mint mark.
