Hi,
I have a 1964 D Lincoln Cent error penny with "L" right next next to rim, and also the number 9 is smeared. Is this a possible mint error? If so, what would it be called?

Welcome! The L close to the rim is normal for cents of that era. The picture is too small to see the issue with the date.

As stated the L is supposed to be close to the rim. It was not until 1969 when
new dies were made that the L was moved away from the rim.
Also could you take a clear closeup of the date only.

Looks like the mint mark was also affected or damaged. Closer pictures as others have said would answer what's going on.

If there is damage that is incuse on the reverse side of the coin, that would explain why some of the devices are flattened. So a reverse image would be helpful. If the coin is damaged, then it is just a face value coin.

The close up image you added isn't the best but as far as I can tell it appears that the 9 took a hit and was flattened. PMD.
