*** Edited by Staff to Add Year / Mintmark / Denomination to Title. It's very important to have in the title. ***

To me, it does not appear to be a proof but rather a regular business strike.

It's hard to capture a photo that shows the shine on it. I've got plenty of wheat cents from brilliantly uncirculated to worn brown. I've got proof coins too. And none of anything I have looks like this one. Which is why I am reaching out of course. I'll try to take a better picture. Maybe a side by side would help show difference too

This looks like a well circulated coin that has been polished.

This shows the actual shine a bit better. It's hard to take photos of super shiny coins !

It means someone has tried to make this coin extra-shiny despite the circulation wear. Here is a link to the error-ref site to help you with your research.

Emmothememo,

I agree with it being a polished business strike now considered PMD.

No that is not a matte proof, but rather a highly polished business strike. The 'lumpy' fields and rounded rims are a give-a-way for it not being a proof.
