I don't see any harsh marks in the fields that indicate that the die was scrubbed with a wire brush... but it is still possible that the die got scratched before it was put into use. But it loos pretty even in thickness. So a closer view might help us to determine more. But more of a non premium coin though. Kind of looks like maybe a clash mark?
