Greetings,

I've tried to take pictures that show how yellow this quarter really is and I know the experimental manganese State Quarters found came out of the Philadelphia Mint but it's really yellow. Is this just really yellow toning?

Looks like environmental toning.
The weight to two decimal points would verify this.

I wish I could weigh it or look at the edge. Can this sort of toning happen to a slabbed coin? Or, is there a way to get a weight of an ANACS slab from 1999?

Yes, toning can happen to a slabbed coin, they are not air proof.

Yep, environmental toning. It can happen to any coin, depending on the environment.

I also agree with toning and have seen it first hand on other quarters specially those kept in a plasticfolders.They're cool.

Very cool twofer! A nice, rotated die and Feeder Finger Damage too, at least I think so. A pic below pointing out the possible Feeder Finger Damage.

There is a 90 degree, a 135 degree and a 140 degree for this particular quarter in rotateddies.com.

It could have also had a contaminant on the surface prior to encapsulation, and over time the coin has begun to tone like that.
