Hi again, I've learned a lot here these past two weeks, so I'm sure this time that I have a REAL error coin. Still don't know enough yet to describe the errors. Please help me with that and possible value. Thanks much

I hate to be the bearer of bad news, but it looks like some form of glue-residue on the reverse of this coin. Have you tried soaking it in acetone yet? I don't see as to how this could have been done during the minting process.  That's strictly my own opinion, and I've been wrong more times than I've been right.

I agree with Scotty, I don't see how that's done at the mint. That's an awful lot of extra "whatever" on that cent.

I zoomed in on that picture, it appears to be glue, there are indentions on it where another coin or something was stuck to it.

Most nail polish removers have an acetone base, but there are other ingredients mixed in that are harmful to the coin. Your local hardware store should sell acetone in quart cans. Read and follow the instructions on the label of the can, and give this coin a good soak. Use a Q-tip swab and gently wipe away any debris that may melt off. Again, "Read and follow all instructions on the label." Well ventilated areas...and keep away from flames!

Before I read the last reply I put the coin in polish remover. ha ha Took it out five min later. All of the copper die breaks and Cuds had turned white. It was easy to roll all of it off into a little rubbery ball. I guess it was glue! Who would have guessed that? Boy oh boy. I Can't thank you people enough. I will give you a good error some day. I promise.
