Not rotated dies at all.Only the ribbon is rotated,it was applied after the coin was minted with little regard for orientation.

Maybe a collection of all the different orientations would be worthwhile?

And some coins are minted with medal reverses.

I'm pretty sure that DBM is correct (once again) => the orientation of the painted-ribbon seems totally random ... sadly coincollect1, I just went and found a breast cancer quarter in my spare change mug and it has pretty much the same rotation as the example that you've posted (rats) ...

SIDENOTE => "or" I could be wrong and you and I may have found the only two breast cancer quarters with 180 degree die-rotations!

doubtful *sigh* ... but man, it is always exciting when you think you've found a treasure, eh? (keep-up the good treasure-hunting!)

Most of them appear rotated but they are not! It is exactly as DBM suggests.

Just checked the 15 I have and 3 have the ribbon pointing down, 3 pointing about 11 oclock and the rest going all over.
