and yes they are common.

They are especially common on the following:

1929D, 1929S, 1936, 1946 (all mints), 1947D, 1953 (all mints), 1954, 1954S, 1955, 1955D.

I would not necessarily say they are 'uncommon' for any years, but I can say that none of them are really worth any kind of premium.

you even see it on newer coins too. 1995 I see a lot.

I wouldn't say they're a dime a dozen. A dime will get you no more than ten.

One important thing to note- this is NOT a doubled die at all or any other die variety, just severe Die Deterioration.
