Badly damaged, cleaned and scratched. People were hoarding gubmint issued money, so private manufacturers made these as replacements. Yours originally said:

Millions for defence [sic]
not
one
cent
for tribute

Value not more than a buck, relatively common, even in nice condition.

Yep, it's a Hard Times token, which someone (presumably contemporary with the Hard Times) has carefully attempted to alter to make it look more like a genuine coin. The story behind this motto on the token can be read here, particularly on the second page.

Can't knock free stuff.

As an aside, I had not realised until I saw biggfredd's post that "defence" was one of the words that Americans mis-spelled these days. Apparently, back in 1837, they still knew how to spell it properly.
