The 2003 volunteers 20c has a low mintage of 7,574,000. this is lower than any platypus issue except for the 1983, 84, 85 and 88.

The UN 1995 has a very low mintage of 4,835,000 but I would suspect that because it was the first commemorative 20c it was hoarded away to some degree.

In 2001 there was the federation 20c which I think were hoarded as well. There mintage is very low per individual state but when combined is approximately 20 million.

Now in 2003 comes along a commemorative with little significance to the general public (not trying to bagging volunteers they obviously do great work!). I would think that few people kept these in higher grades.

I find 1 95 UN per $200 of 20c, 1 federation in every $50 and 1 03 volunteers in every $100. I think they're quite scarce, especially in higher grades. Maybe its just because they're a fairly recent issue but I think these are underrated. Whilst they will never be anything spectacular I do keep all of the ones I find.

Its also a very attractive coin

These seem to me to be a lot harder to find in circulation than commemorative 50c. Probably because they are diluted by the sheer number of 20c minted.

Its available in the 2003 mint set though.

I have the proof example which is very nice. I think another thing to point out is that the mint actually seem to have done a decent job with the peoples faces. Recently we've seen some shockers! eg the royal wedding monkey coin

I agree that they're underrated. Lately I've noticed that you don't see them that often (or any other 2003 commemoratives either for that matter).
I'll probably start hanging onto them now.

It is a nice coin. Over time as the die got older on this particular design the faces were nowhere near as clear as what they were from the fresh die. It is a hard coin to source through circulation. I don't keep many 20's unless if they have errors (generally) but I found this nice error in this series a few years ago. A nice sized Cud with alot of cracking around.
