It means cleaned and then re-toned in an effort to make it look natural.

Besides the standard PUP'S known for years to help tell the difference between the small date Lincoln Cent and the Large date Cent, I have found one that is NOT in any texts, a small date coin has the ends of the 9 both pointed, where the Large date coin, the ends are blunt and flat looking, is an excellent pup, more importantly works every time!!!
