What would be the grade/value considering it has been cleaned?

Looks EF-40 for detail, a bit bright from cleaning but not badly hairlined. Value would probably be in the $50-75 range. These 1873 and 1874 With Arrows dimes usually have some strike weakness, especially on the reverse. Your coin looks typical in that regard.

The face has enough detail that I would say AU-50.

Details wise, I think this is a high EF or low AU.

high XF details though a cleaning severely diminishes the value for most collectors

I'd say it's around EF-40 with an old cleaning.

EF45 details - cleaned and hope if TPG sent they don't also tag it with scratched. Looks like a staple scratch across the obverse.
