So this looks to me like it could be Machine Doubling and an RPM. It doesn't look like the DDO in my 2012 Red Book, but something is up with it. Am I correct, or is it really a DDO? Thoughts are welcome :)

Your original inclination was correct, this is indeed Machine Doubling. Notice the strong shelf-like attributes.

And what about the mint mark? Is that an RPM? I figure it can't be Machine Doubling because they were hand punched back then.. right?

Remember: Machine Doubling happens at strike not at hubbing the working die. Your MM is Machine Doubling with some die chips in the loops.

The 1968-1971 cents were the most common with the Machine Doubling. Probably because of the big doubled die that year on the 69-S everyone find these and thinks they hit the jackpot. Here is an image of the real deal that shows even at a distance the doubling is obvious:

The coin in this thread is a very typical example of Machine Doubling.

The mintmark was hand punched, but not onto the coins. It was applied to the die before the die went into use. That's where a repunched mintmark would happen. Yours is distinguishable as Machine Doubling because the date AND mintmark are doubled by the same cause - which was the strike. The die was loose, bounced a little, and disrupted the lower edges of the letters and numbers making them appear doubled.

These are exceedingly common in 1969 and carry no premium value.

As a footnote, there are no 'die chips' in the mintmark. The humps in the letter are caused by the shape of the mintmark punch.

Thanks for the info. And yes.. I did in fact imagine a bunch of people sitting around the mint "hand-punching" the mint marks into the coins all day. :)
