Very hard to tell. The coin could have original mint frost on the central devices with natural "target toning" around the rims, possibly the result of long storage in an album. It could have been dipped white long ago and gradually re-toned to produce the current appearance. There might even be some light corrosion or other problems that have been masked by application of artificial toning. The reverse denticles look weak from about 10:00 to 2:00 and that is sometimes an indication of corrosion.
For what it's worth, the toning doesn't look artificial to me.
Gradewise the coin looks AU at least. As such there should be some original luster around the stars and legends and between the bars of the shield. If no luster is present (none is visible in the photos) then I would suspect the surfaces are not original.
