i found this bit of info but I don't know if this is what your referring to..1997-D "Brass Plated Strike" 1c Like the above these exhibit a sharp contrast in color difference between the normal "rosy red" issue. They have a very nice golden-brass color and are sure to please!
The anomaly the OP is referring to came onto the coin through the mint as a result of a new die and possibly a slightly thick planchet. It looks almost proof-like in hand. I have seen a number of these - they are not scarce...but they do turn an eye when found. They are somewhat unusual, but unless they are very high grade (MS67+) they really don't bring any premium value over that of any other coin of the date and grade.
