does that sat VDB on the bottom of his arm? I didnt know that they had those in that year, but I am still new to coin collecting.

i found this bit of info but I don't know if this is what your referring to..1997-D "Brass Plated Strike" 1c Like the above these exhibit a sharp contrast in color difference between the normal "rosy red" issue. They have a very nice golden-brass color and are sure to please!

The VDB has been there since 1918 unless they are grease filled or polished off.

The anomaly the OP is referring to came onto the coin through the mint as a result of a new die and possibly a slightly thick planchet. It looks almost proof-like in hand. I have seen a number of these - they are not scarce...but they do turn an eye when found. They are somewhat unusual, but unless they are very high grade (MS67+) they really don't bring any premium value over that of any other coin of the date and grade.
