The dimes from San Francisco were well struck, so as to the details I would call it an AU 50.
The "scratch" is most likely a counting machine mark which is a shame.*
I do not use net grades, only net prices: I grade it "AU 50 with counting machine mark."
Worth about XF 40 money.
An additional observation: many SF coins were sent to the Philippines after the Spanish American War.
They surface from time to time in high grades but cleaned. The presence of the mark leads me to believe that this coin never went to the Pacific but rather circulated here.
