Three reasons, that I can think of.

(1) Because they can.

(2) To make "art".

(3) To make money by selling it to the ignorant for far more than it cost them to make it.
Don't say "infinitely" when you mean "very"; otherwise, you'll have no word left when you want to talk about something really infinite. - C. S. Lewis

Actually, the British in Victorian G.B. had a penchant for miniature art, which included enamelled coins.

Some of the best ones can command a reasonable premium at auction.

Cloisonne art is related. Google Images can provide some nice images of both.

IMO, the enamelling of a coin takes the item out of the realm of numismatics and into that of art.

they look like stickers to me as the letters do not line up correctly on the Reverse so one could probably peel off the stickers and see what was underneath them

They made Liberty look like Rue McClanahan. Now I can't look at a Morgan without thinking that.

Some enameled coins such as those mentioned by Sel can be quite nice. This one is not!

There IS a differnce between pad printing onto coins and the hand enamelling of coins.

For pad printing to work the skill of a mint is needed to produce the high quality of NCLT issues.

Equally, there is a tremendous amount of talent and skill needed to produce high quality enamelling on coins.

Consider some of the works of Faberge.

IF that had been attractive work, it would have made for a neat con. I have seen many enameled and lazered coins that look absolutely awesome. Its a common date Morgan, so why not? Just that thing looks awful.
