The 44 is more than dipped, its physically cleaned. there is a difference.
Proper dipping would not give it hairlines or that burnished appearance.

I agree that the second one is EF and physically cleaned due to the presence of the hairlines.

The first coin is only VF IMO. The reverse particularly lacks quite a bit of detail, especially around the moose ear, eye and nose. The obverse has some fairly deep marks despite having quite a bit of detail around rhe hairline.

I agree the 38 is only VF. The 44 barely EF but "harshly cleaned". IMO. Nice original 1938.
