Being sold as clipped planchet. It it? Or is this just severe PMD?

PMD or error, the wear since it's unfortunate experience has obscured what happened may have happened to it.

You have to make up your own mind about what you think the value may be, with this one.

My interest and curiousity level would be minimal.

im no error expert, but that looks like PMD to me, notice how the edge of the "clip" extends past the rim (obverse) at the 5th star, if it was an actual clip, I dont believe ANY metal would extend past the rim, also note the flat spot opposite the clip, see how it dirupts the denticles under the date ? the seller seems quite convinced that it is a legitimate clip, if you have any interest in buying it, I would ask the seller if he would stand behind it if you submit it to a service, I would recommend ANACS

It doesn't have the typical characteristics of a mint struck clipped planchet especially on the reverse. I would say it is not and the only way a person can be sure is to have it authenticated by one of the grading services.

I'd think that even back then, there must have been some sort of quality standard at the mint. I could see a small clip getting through, but this would have stood out. Still, if it were PMD, it seemed to have quite a bit of circulation after the damage. Maybe because people wanted to get rid of it.
