Is This A State Quarter Error Coin

I'm not up on mint errors, but my daughter found this while looking for Tennessee State Quarters. This is my first attempt at uploading a photo so I hope it works. Both quarters are Tennessee State Quarters from circulation. The one on the left has no luster on either side. Both sides are the same DULL finish. The finish looks like a 1943 steel penny, a dull zinc appearance. The one on the right is a normal finish. The picture doesn't show it as accurate as it would be if you saw them, but there's something noticeably different about the one on the left. Any ideas?

You would need to weigh the coin and compare it agaist a normal one on a gram scale. If they weigh differently, it's worth looking into further. From all appearances, though, it's probably been washed in something outside the mint.

I'll try to scan it an upload a better view. It really has a strange appearance. It's not that it's just dull, it almost looks like it's zinc. It almost made me think it wasn't clad or was missing the outer coating? I'll see if I can find a gram scale and find a weight difference.
