I'm not familiar with this type of error, but I imagine this is common. Hardly see a premium on the coin at all.

Partial collars are quite common on the 2005 dancing man. It is probably still worth $40-50

Enworb is right regarding the collar, still that does not make it a mule.
This is false advertising at its worst.
