Many South/Central American coins have a date of the law that specified the fineness and weight of the coin. I am assuming that this is what they were referring to here also?.

Rdwarrior is right. In this case, it's specifying that this coin is made following the decree of 1870, making the fineness 0.917 and the weight about 25.2 grams. This is from the 3rd monetary system of the Brazilian Empire (which started in 1833).

Wonghinghi: the top coin was toned in an oven. It has the rainbow coloration. It's very hard to imitate real patination.

Thank you jcmworld. I have no idea about toning. When I started to collect silver coins, I supposed a beautiful silver coin should have a silvery lustren so I rubbered some silver coins to remove the toning layer and now I regretted to do so because I have spoilt that coins. Not only me, I saw some Chinese coin seller also cleaned and wiped the silver coins so they thought the attractiveness of a silvery coin would sell a higher price. Maybe the cultural difference that makes us not to appreciate the toning of a coin. Henry

Your comment about the fake toning is very interesting. I am a new collector and appreciate this kind of information, as my fake-spotting ability is at the moment very poor.
Where can I find out more like this?

Aside from the artificial toning of the first one, I don't see anything immediately suspicious about those 640s. Note that 640 reis were not overstruck, so it's to be expected that the edges are generally better-formed.

It´s the Decree nº 1817, dated September, 3-1870. It regulates coin´s size, weight and amount of silver in coins made of that metal. It discontinuates other coins too and prohibits identifying coin´s value using roman algarisms.
