My wife handed this to me tonight. At first, I thought, Cud! (along lower obverse rim).
It is not raised like a Cud but rather, sunken in towards the rim.
Thoughts.

From the photos it looks like several Cuds to me. If that is what it is nice find.

They look clear like epoxy or glue

Well first off I wouldn't call it a Cud because the rim is not affected. It does look like a thin film of glue but you said the area is sunken in (which again rules out Cud). Did you try acetone just to be sure it isn't something on the coin?

first thing I thought was glue or grease in the die

how does the reverse look? wonder it those spots are where some of the quarter was ground-off (or another way) when this was an encase coin

Odd, it does look raised but anyway
you can see through it so some sort of debris there.

If it's sunken in, then it's not glue. Maybe a planchet flaw?

But seriously you can see the "E" in "WE" through what ever material is on the coin.
