Cuba has been issuing officially colourized coins since the mid-1990's - your coin was issued from the Cuban mint like that. Piet Heyn was the most famous Dutch pirate/privateer, and is still regarded as a national hero in the Netherlands. He captured the Spanish treasure fleet in 1628.
