Cuba has been issuing officially colourized coins since the mid-1990's - your coin was issued from the Cuban mint like that. It's part of a 1995 six-coin set of 1 peso cupronickel coins on the theme "Pirates of the Caribbean" - that's real pirates, not Disney ones - a fitting theme for coins of the largest Caribbean island nation.

Piet Heyn was the most famous Dutch pirate/privateer, and is still regarded as a national hero in the Netherlands. He captured the Spanish treasure fleet in 1628.

The other coins in the series are Blackbeard, Captain Kidd, Sir Henry Morgan, Anne Bonney and Mary Read. There's also, as Libertad Peso said, sets of silver 10 pesos, silver 50 pesos and gold 50 pesos featuring the same six pirates.
