I see a lot of luster, more than the photo is showing, I think closer to MS63 the reverse looks nice, with some rose and orange toning coming in nice at top and blue green at the bottom. I think it's more the lighting in the photo making the coin look worse than it is, there are a few decent
VAM coins to look for in 1900-P mostly date or reverse doubling and I don't see anything that jumps out on this coin.
