I believe what you are seeing is Die Deterioration. An RPM has to be raised. Die Deterioration is kind of makes it look indented.

I'm thinking plating movement during the strike. The fin was worn down on the mint mark punching, but the strike pushed the plating. If it were Die Deterioration, then the other devices would have been affected.

Guess I never thought of that coop.

I guess this is off topic but you know how alot of 80s cents have almost a crater looking drop near the rim of the coin (does a dies edge round during aging?)...Could that mixed with the pressure of the strike move the plating like you described?
