I don't see a D? I see some arrows pointing at dirt though.

The D on genuine pieces is prominent even when well worn. That piece may have had a D attached that fell off leaving an outline that resembles a D.

Not a chance. You would see a raised mintmark even in this level of wear.

I think sombody wanted to fool a buyer a long time ago, or they just marked up a Phili coin to mess with collectors - probably in the 1950's when these were still circulating regularly. People do strange things when they are bored.
