brenpickle, the 1959 proof is one of the most difficult to find with the cameo contrast your coin shows. Dies were redone in 1960 and by 1959, only the very first coins struck showed any cameo contrast. Other than 1950-1953, this is easily the toughest year. Long story short, you got a fantastic coin and I will say 65 cam. Well worth submitting to a TPG if thats the route you choose to go.

I guess enough people have put in there thoughts. Proof coins are extremly hard to grade from pictures I think, but ICG gave this one a PR64Cam. muddler I knew this coin was nice, but I think you are going to pass out when I tell you the price. I got it for $10 straight up no negotiating or nothing. I asked to look at it and when he handed it to me it he said it was $10 bucks. I looked at it for a few seconds and was like sure. He originally had a sticker of $38 on it. It did not seem like what he specialized in, he had a lot of gold coins and some ancients, also a bit of jelwery, but I am still shocked and super happy to get it at the price I did. One proof issue down. I want a complete set of cameo proofs, but I want to finish my BU set first.I will keep looking at them though in hopes of good buys. Should I leave it in the ICG slab or cross it to NGC. I might try to cross this coin too https://goccf.com/t/154642

If you think it will make it to a PR6CAM5 then it might be worth sending in, the PCGS marketplace shows a downward price indicator at the moment, but at $225 in PR65 that would be a nice upgrade, otherwise I'd just leave it alone or crack it out and try to sell it raw, many people on ebay may just think it's a PR65CAM and bid it up in price. If the CAM is only almost there then keep it in the slab and try for an upgrade. Tough call, but the difference in price is pretty substantial in CAM between PR 64 and PR65. Regardless it's nice looking and you paid a fraction of it's real value!
