I did an overlay and it was close. So I went to plan B. Tiles. Here is a side by side:

What I didn't see in Albert's images was the split lower serif and the lower serif looked different. So it is a RPM, but I haven't nailed it down yet either.

Albert: Could take a image with the coin rotated 180 degrees? That might show what is going on on the bottom of the mint mark?

On images with a split lower serif, I sometimes use a very low light to enhance the split lower serif. It helps to remove the shadow when the light is at 12:00.
On the thumbnail image of the 1960D-1MM-040 you can see this:

This was from window light in the morning. (Window faces East) Other times I will use a second mighty bright light to get the right amount of light in certain areas.
